Mevludin Nuhodzic

Montenegrin MP and former Interior Minister Mevludin Nuhodzic did not report all the property he owns to the Agency for Prevention of Corruption (APC). When comparing the data of the Cadastre and State Property Administration and APC, it can be concluded that Nuhodžić left out in his asset declaration to mention the land of 8,032 square meters, which is located in the cadastral municipality (KO) Resnik in Bijelo Polje. According to the Revenue and Customs Administration of Montenegro, these assets are worth around 320,000 euros, or about 40 euros per square meter.

“The average price of a square meter of land in KO Resnik is 40 euros”, said Zoran Kuč, head of the Regional Unit in Bijelo Polje – Revenue and Customs Administration of Montenegro. Following this information, the Crime and Corruption Reporting Network – LUPA (LOUPE) contacted Nuhodzic, who confirmed that he had not reported to APC most of the property in KO Resnik, which belonged to him by inheritance, and he justified it by failing of local cadaster to send him a decision.

“We were in probate proceedings. I have not received a decision that the probate proceedings have been completed. I will certainly see that in the cadaster, which had the obligation to provide me with a decision. It is possible that they did not find me in Rasovo”, Nuhodžić said. Article 23 of the Law on Prevention of Corruption, among other things, states: “A public official shall provide the accurate and complete information in the Report.” Article 103 also specifies the penal provisions: “A fine in the amount of € 500 to 2,000 shall be imposed on a public official for a violation if he fails to report to the Agency accurate and complete data (Article 23, paragraph 2)”.

Nuhodzic’s property in KO Resnik

According to data obtained by the LUPA Network, Nuhodzic owns a 71-square-meter apartment and a 116-square-meter house in Bijelo Polje in Podgorica. In the city in the north of Montenegro, the current member of the Parliament of Montenegro owns (1/1) exactly 10,897 m2 of land in the cadastral municipality Resnik, which he acquired by inheritance, and owns (3/4) about 283 square meters of land at another location in the Municipality of Bijelo Polje. Nuhodzic’s wife Aida Nuhodzic owns a house of 160 m2 and a yard of 676 m2 in Podgorica. Their daughter Dzenana Nuhodzic has 1,000 square meters of land in Žabljak, while the other daughter Belma Gušmirovičova owns two apartments and a garage; one in Podgorica of 124 m2, and the other in Budva of 77 m2. The son-in-law of the former Minister of the Interior, Belma’s husband – Izudin Gusmirovic, is one of the owners and a member of the Management Board of the shooting club “CZ Shooting Academy Montenegro” in Danilovgrad. It is a shooting club, which premises were searched by the police in April 2018.

“The officers of the Police Directorate of the Ministry of the Interior – Security Department Danilovgrad, acting on the report of a citizen, and on the previously obtained order of the investigating judge of the Basic Court in Danilovgrad, searched the premises of the shooting club “CZ Shooting Academy Montenegro”. Namely, the officers of the Security Department Danilovgrad, acting on the report of a citizen that the consequences of the projectile caused him material damage in the yard of the house, searched the premises of the shooting club. During the search, the police officers found and confiscated two “ČZ Shadow” pistols with six spare frames and two holsters of an unknown brand”, the Police Directorate said in a statement at the time. They pointed out that the confiscated weapons would be sent to the Forensic Center for expertise.

“Control of the shooting range will also be performed by the competent inspection service of the Ministry of the Interior”. The officers of Security Department Danilovgrad collected additional information and submitted it to the state prosecutor of the Basic State Prosecutor’s Office in Podgorica, who will subsequently declare the qualification of the act”, it was announced in April 2018 from Police Directorate. The Crime and Corruption Reporting Network – LUPA (LOUPE) tried to get an answer as to what the epilogue of that police action was, but the answer did not arrive even after a few months.

Nuhodzic’s last property card

According to the Cadastre and State Property Administration, Izudin Gusmirovic is listed in Podgorica as the owner of a 54-square-meter apartment. Izudin Gusmirovic and his wife Belma own several active companies in several countries.

At the end of January this year, Nuhodžić’s daughter founded an entrepreneurial company in Podgorica, called Black Madonna, for the production of jewelry and related items. Belma Gusmirovic also owns 50 percent of Snikeran, a Sarajevo-based company in Bosnia and Herzegovina (BiH). On the other hand, her husband Izudin Gusmirovic is listed as the owner of five companies in Podgorica – Izo, Montesteel, Slomont turist, Monem and Interstand. According to the data of the Revenue and Customs Administration of Montenegro, the company Izo operates best, which in 2020 had a revenue of 2,080,732 euros and total assets of 1,385,171 euros. It is a company registered for the activity – Retail sale of hardware, paints, and glass in specialized stores. These data cannot be found on the website of the Agency for Prevention of Corruption, since Mevludin Nuhodzic has no obligation to report the property of his daughter and son-in-law in his asset declarations, who are not registered as members of his household.

Several court cases

Several companies owned by the son-in-law of now-former Interior Minister Mevludin Nuhodžić have appeared in court cases, among which there are still active cases. Among other things, the company Izo sued the state of Montenegro to the Commercial Court in Bijelo Polje in 2014 for the payment of a debt of 6,500 euros. It is not entirely clear on what basis Izudin Gušmirović’s company requested the mentioned money. The judgment P.br.127/14, which was passed on 27 October 2014, states that the lawsuit of the company Izo was rejected because, at the main hearing scheduled for 27 October 2014, the duly summoned plaintiff did not appear.
